We are excited to welcome City Church to Action Church!
Through much prayer and many God-ordained conversations, City Church will be joining the Action Church family. What started as a lunch between local pastors quickly became a significant moment for Pastor Eugene and Pastor Justin Dailey, and the future of their churches. We truly believe that God has ordained this partnership from the very beginning, and Pastors Eugene and Laura feel that now is the right time for succession. On this page, you will find some FAQ’s about the transition and a peek into who Action Church is. We look forward to everything God is going to do as we continue to reach and connect people throughout our communities.

Pastor Eugene and Laura founded City Church and City Church Academy and have led this congregation for 27 years. With the season they’re in, between Laura’s cancer diagnosis and the desire to see City Church Academy expanded to 12th grade, they felt it was time to pass the baton and move to a different seat on the team. When Pastor Justin and Pastor Eugene shared their future dreams and goals with each other, they both saw a God-opportunity to move forward at this time.

Pastor Eugene will be stepping down as lead Pastor of City Church and relinquishing all authority to Pastor Justin Dailey. Pastor Eugene will be stepping into a new role on staff with Action Church where he will serve as a “Pastor to Pastors” and a consultant for the school building projects and more. He will also continue to serve the Assemblies of God fellowship in his role as our local area Presbyter.

Action Church and City Church share many of the same values and culture — small groups, baptisms, next steps, freedom, spirit-led living, prayer, outreaches, missions, etc. — so much will feel familiar. When you come on Sundays, your friends, your community, your worship experience will still feel like home. We’re excited for “the new us.”

This is not a “selling” of City Church – there is no money exchange. This transition is a merger of Action Church assuming all financial responsibilities and liabilities of City Church to continue the mission of reaching people where they are and connecting them to everything God has for their life.

The Action Church Oviedo congregation will join the City Church East congregation at the location in Chuluota and will be led by Action Oviedo’s Location Pastor, Luke Doyle. Pastor Jeremy Kupsch, is excited to be serving on staff at Action Church in our outreach department to continue serving the communities locally as he does best.

The City Church Central campus will become “Action Church Heathrow.” Pastor Joe Suro, will transition into the Location Pastor position. This will be the second largest Action Church location, and will operate as a receiving location (with a hybrid of live video and in-person preaching throughout the year). The current staff at City Church Central will continue to serve the community they know and love.
In the fall, we will begin hosting Action Church’s monthly “Encounter” services which take place on the First Wednesdays of each month where there is live preaching, extended worship, and ministry time.

Action Church is excited to continue the legacy City Church has begun by continuing the expansion of CCA to impact young people with the gospel in Central Florida.

For East, City Church will transition to Action Church in the summer. For Central, we will take the next few months to merge systems and programs, and to make progress on changes to the facility in preparation for an Action Church Grand Opening.

Action Church is one church with four locations with a mission to reach people where they are, and connect them to everything God has for their life. Action launched in January of 2014 in Winter Springs High School, and has since seen God move in powerful ways, seeing over 38,700 people make a decision to follow Jesus. Action is a vibrant, spirit-filled congregation, focused on raising up the next generation, investing in families, and making a significant impact in our community, and around the world.
